General Plan Update (GPU) Environmental Impact Report (EIR)

Notice of Availability (NOP): Pursuant to Public Resources Code Section 21080.4 and CEQA Guidelines Section 15082, the Initial Study will be available for a 30-day public review beginning on May 31, 2013. All comments should be submitted in writing to Michael Haack, Director of Community and Economic Development, City of La Habra, 201 East La Habra Boulevard, La Habra CA 90631, no later than June 29, 2013. Updated General Plan Goals and Policies

The La Habra General Plan Update involves preparing revised element chapters that include updated goals and policies along with strategies and programs to implement these goals to achieve the community’s vision. Many of the General Plan Update draft goals and policies are under review by the General Plan Advisory Committee (GPAC) and are available for download below (click on the hyperlinked chapter titles).

Community Telephone Survey Complete

As part of the General Plan Update effort, the City’s policy makers are interested in the thoughts and concerns of the residents that make up the “Caring Community” of La Habra. To that end, the City of La Habra conducted a random community survey of the City. The survey was conducted via telephone from Wednesday, March 2 to Wednesday, March 9, 2011. The time to complete the survey was approximately 15 minutes. If you have any questions, please call Community Development at (562) 905-9724.

Technical Background Report

The Technical Background Report documents the existing conditions of the La Habra planning area’s community development, infrastructure, community services, mobility/circulation, conservation/natural resources, and community safety and outlines the current issues relative to the City’s growth and development. The Technical Background Report will primarily be used as background data for the formulation of the updated General Plan and the environmental setting section for preparation of the Environmental Impact Report.

The Technical Background Report has been reviewed and commented on by the City Council and General Plan Advisory Committee (GPAC). The revised draft sections are available for download below (click on the hyperlinked title). This Report will become final when it is considered by the City Council as part of the entire General Plan Update adoption package.

Vision Statement

The City’s General Plan Update Vision Statement was approved by the City Council and Planning Commission on July 18, 2011. The Vision Statement is intended to confirm the overall direction of the General Plan Update and expresses the community’s shared outcomes for the City’s future. It defines expectations for what La Habra will be 25 to 30 years in the future as defined by its role in the region, physical character, quality of life, variety of businesses and housing, economy, environment, safety, and comparable indicators. These expectations are based on La Habra’s residents’ values about the characteristics and qualities of life important today and which should be retained in the future, as well as how the community should evolve and change in response to critical issues challenging these values.
