Plan Update process. The General Plan Update is a joint effort among the
City of La Habra, residents, and businesses to create a single vision
for the future growth of La Habra.
The General Plan is a long-range policy document that sets forth broad
goals and objectives for the growth and development of the City. As required
by State law, the updated General Plan takes a long-term view and is designed
to guide growth and development in the City over the next 20 years. The
process of updating the General Plan includes many events that seek the
participation of residents, businesses, and property owners. It also includes
many steps in a complex process that takes the General Plan from vision,
to creation, to adoption by the La Habra City Council. As part of the
General Plan Update, the City will be preparing a Climate Action Plan
that will address recently enacted legislation addressing climate change
including Assembly Bill (AB) 32, the California Global Warming Solutions
Act of 2006, and Senate Bill (SB) 375 (Chapter 728, Steinberg, Statutes
